How about letting the template contain only the important neighborhoods of the 23 special wards, like the similar template in the Japanese Wikipedia Template:東京23区の地域 ("Districts in the 23 Special Wards of Tokyo")? The current content of this template is just a list of neighborhoods whose articles are on the English Wikipedia; many of them are not so important enough to be listed up here, such as Ōmori, Yayoi, Shinjuku Southern Terrace and Tsuki no Misaki.
Indeed, we also need an exhaustive list of the neighborhoods (or districts) in the 23 wards, but here we could again refer to the systematic way of Japanese Wikipedia, making a template for each of the 23 special wards which contains all districts in the corresponding ward, e.g. Template:千代田区の町名 ("Districts in the Chiyoda Ward").-- Occhanikov ( talk) 12:18, 11 February 2008 (UTC) reply
