Yes, those are describing "national-level memory institutions". It is very different from "institution for national memory". What does Library and Archives Canada have to do with national memory?? (

It is called "national memory institution", not a "national-level memory institution". Cherry-picking what the sources say to create own own definitions ("limited to post-communuist EE") seems

You can start a different template for national libraries or national archives if you like. This template is only for institutions that deal with national memory, according to sources. The sources you cite do not say anything about these institutions being involved in national memory. Only that they are memory institutions. (
