Why is extra space needed at the top for padding on pages?

I will repeat that question. If there is no satisfactory answer based on MoS or other guidance it will be removed, as it adds whitespace where there is no apparent reason for whitespace, and prevents multiple navboxes from being used consistently. · · ·

Since the editor who made that request has not edited for 7 years, I will assume there will not be an answer and remove the white space. If someone else has an argument in favour of retaining the whitespace, you are free to make your case here. Please ping me when you do so, and link to the discussion establishing consensus.
