That's not what it's saying; it's the names of the subdivisions of the Hanseatic League, see
File:Extent of the Hansa.jpg, for example. Accordingly, I've reverted your edits. —

You base your claim on a scan of map? Anyway it doesn't contain Wrocław, Kraków in any of the circles so your claim that is based on that is completely false .--

The map this is based on does not mention circles, it talks bout "groups". The circles in this template are different from other sources talking about circles. We have so far no contemporary sources of Hanseatic circles. The subdivision in circles should not be in this template. — Preceding

I've just added the new membership table (copiously referenced) to the article. I'll update this template (notably, using the shorter and less contentious Circle names) once I get a chance, though that might not be until later in the week. —

I've just updated this table to use the Quarters from the main article and only to include cities who are referenced in the main article. I'm about to seek out references for the unreferenced cities, so might add some of those back in later. —
