How to consolidate groups 2 and 3?

The General Council was reorganized as the Departmental Council in 2015, but I don't know what term to use to combine the two in a single list. (For Mayotte it was possible to just use "Legislative elections" because it only has one legislative body, but Guadeloupe still also has the Regional Council as before.) If the Departmental Council was the successor to the General Council, then just have the line with the title "Departmental Council". This would be similar to {{ Egyptian elections}}, where the upper house has existed in various guises under different names (e.g. Shura Council), and is currently known as the Senate. The articles themselves can make it clear that it was the General Council at the time of the elections. Number 5 7 20:33, 6 January 2020 (UTC) reply
