To the contrary, there is no such CDP as Bylas (try putting it into
http://factfinder.census.gov), and San Carlos is exclusively within Gila County: see
this map.

Then Bylas would fall into Unincorporated Communities? I know it's there, I just don't know what to classify it as. --

Assuming that it's not a neighborhood of some municipality, yes, it would fall there.
