This is just an image about Fishing at Celilo Falls, not a construction (I guess). So this caption might be wrong:

"Construction of The Dalles Dam would flood Celilo Falls in 1957."

This weblink http://www.ohs.org/education/oregonhistory/historicviewer/CeliloFalls/fallsPan.html shows images from Celilo Falls but I could not find the source for the image discussed...
