Mandaue City is NOT administratively independent from Cebu Province. True, it is a highly urbanized city, but there are some HUCs which are not independent from their provinces. Mandaue is one of these. -- 122.52.153.62 ( talk) 10:21, 5 May 2010 (UTC)
