No Difference
There is no difference between
Mintaqah and
Mantiqah in Arabic. The difference is only in the English transliteration of the word منطقة.--

Although my tiny dictionary does have the word "mantiq" logic, it indeed gives the only possible vocalization of منطقة as "mintaqah" -- so I changed
Mantiqah to a redirect. --

Baladyiah
Baladyiah should be both in the top level (e.g formerly Libya and I think Lebanon) and Tertary level(Algeria). --
