Planning regions

This template is part of a concerted effort to wind up the excessive use of numbered census divisions across Alberta articles. Because of the single-tier system of local government practiced in the Prairie Provinces, Statistics Canada's census divisions have never reflected an administratively meaningful reality, which is reflected in their sterile numerical designations and shifting boundaries. Alberta's planning regions at least enjoy some legal significance, and by approximating the boundaries of the province's major watersheds, also have some cultural relevance.
