Never mind. Fixing the template was easier than I thought, and I verified that the change worked on the page (
Tokusatsu) that was giving me trouble. --

Confusing instructions
I hope this feedback is helpful:
The instructions say (in a box with an "i" graphic) "This template should always be substituted (i.e., use {{subst:TranslatePassage}}).", but later say "This template should be transcluded, not {{subst:}}ed." before immediately saying "Example: {{subst:Translate passage|ArticleName|language=LanguageName}} ~~~~"
Also that last example indicates that the substituted template should be signed, which is not appropriate if this template is to be added at the head of an article.
