Format

Is it better to have all of the settlements listed alphabetically, as is the current schema for this template, or is it better to filter out the cities and towns into a separate section from the villages? Either way, is it better to have the villages all together or separated by tehsil/taluka as is done in the Yadgir District template? I note that some templates at the district level put all of the non-settlement article for a district together with the cities and larger towns, and then put the villages in individual templates by tehsil/taluka/mandal. Is that format more useful? My intuition is that a lot depends upon how the templates are intended to be used. Are they primarily a finding aid based upon the seeker knowing the name of the place (even if not the exact spelling), or primarily a finding aid knowing about the place (relative location, size), but not its name?
