I am planning to work on this article, which needs to be updated in light of several recent events and the future outlook regarding the impact of the Panama Canal widening project which is underway and is nearing completion. Future

Among activities/developments:

  • 1. The recent lease of the massive intermodal terminal at Portsmouth
  • 2. Capacity expansion underway at the Norfolk International Terminal
  • 3. The move of the railroad line which runs from the harbor to Suffolk from dozens of grade crossings in neighborhoods
  • 4. As I mentioned in earlier thread, when the Panama Canal widening project opens, a 15 year project which is now less than 5 years away, VPA's port facilities at Hampton Roads (unless someone else really scrambles with improvements) join Baltimore (170 miles from open ocean) as the only ones on the U.S. East Coast which can handle the greater draft (channel depth) and height clearance needed for the larger ships which have come into use in recent years (which have double the container capacity). Such ships mostly originating in Asia currently can only call at West Coast U.S. ports. Currently, Asia originating container traffic bound for the mid-section of the U.S. (think of Ohio as the center of these destinations) now typically arrives at ports such as Los Angeles and Long Beach, and then crosses 2/3 of the width of the country on land via rail (mostly on UP and BNSF). By using the canal and east coast ports, potentially a lot of shipping expense for the rail portion to destinations can be saved. The states, including Virginia, the U.S. federal government, NS and CSX are also keenly aware of the above future potential. A combination of federal state and railroad funds are being used to improve trackage (no small issue as tunnel and bridge clearances across the Blue Ridge and Allegheny Mountains are involved). Also, new intermodal yard capacities are being added by both major railroads in Ohio. In general, both Norfolk Southern and CSX are very conservative with their investments, so I believe seeing their approach to this (and the millions they are spending) is an affirmation of the liklihod of the increased traffic at potential at Hampton Roads.
