Possibly, the subject of the article may the same Vikram Singh which is an editor of the Indian website newsclick.in and also of the Indian journal named People's Democracy (e.g. here). This hypothesis needs to be verified, given that we don't have a short biographical profile of the author in order to identify him with the subject of the current WP article.
