What is the difficuly history? Please explain.
Atlanta residents, I think, have viewed Underground as an over-hyped, touristy, somewhat dangerious place (at least, for the last 20 years or so). Various groups have attempted to reenergize the space from time to time, usually without much positive effect. I think that people are still overcoming their distrust of downtown in general, and Underground is part of that. Now the place has a kind of stigma attached to it.
