The article could use an expansion in content including history, impact, and context. Further, the article could use comparisons to other kinds of transaction taxes like value added taxes. The article references properly and should continue in the same manner upon expansion. It could go to mid priority if the article demonstrates that its system may be emmulated worldwide.
