I have seen Utica and Oneida lumped into the "Tech Valley" definition here and especially here:

The company said the factory would be built in Tech Valley — a term used to denote a large area that not only includes Albany and the Capital Region, but also stretches to Utica to the west, to the Canadian border to the north and south to Poughkeepsie.

Should Rochester be included as a "western offshoot" of Tech Valley? On a couple of occasions Castncoot has edited in a couple of paragraphs discussing it as part of the region. However, I can find absolutely no reference to Rochester as being part of Tech Valley. Tech Valley website includes a map and a text description of the region, neither of which mentions any area west of the Mohawk Valley. Rochester and central New York are not marked on the map we use, nor in our text geographic description, nor mentioned anywhere else on this wiki page, leading to internal inconsistencies. The article cited by Castncoot includes no reference to Tech Valley, only a mention of some high tech jobs in the city. Given the total lack of anyone outside of this article referring to Rochester and the Finger Lakes being part of Tech Valley, I do not believe that having some tech jobs is enough to warrant inclusion in the region. By that logic, Boston, Raleigh, and San Francisco are all also part of Tech Valley because they have tech jobs.

Can we get a third opinion on this?

This article describes a general geographic region sharing a common characteristic, not the initial marketing plan perhaps intended to describe a particular space with specific boundaries. Certainly Westchester County is probably home to the highest number of tech entities of all types in the State, and Rochester and Finger Lakes have connected with the originally circumscribed areas of Tech Valley. Boston, Raleigh, and San Francisco have not been incorporated into New York State, as far as I know. Castncoot ( talk) 12:46, 11 October 2016 (UTC) reply

This isn't simply about the marketing plan, this is about literally every other reference to Tech Valley on every single one of our linked sources as well as the rest of this article. As far as geographic region goes, Boston is closer to the Albany core of Tech Valley than Rochester is.
