Not sure what you mean. The text which is at the end of each section that reads in this format:
"FOR FULL INFORMATION, refer to the Authority's documentation: San Francisco to San Jose section" DOES provide maps as well as lots of other information.
If you're referring to other text, not sure where it is.

Likely some of the information under the 'latest news section' is outdated, and potentially the section title of 'latest news' is a misleading title. Additionally the 'state rail modernization plan' under California State Rail Modernization needs to likely be updated, I fixed a dead link, but haven't as of yet fact checked it. it may be done in the near-ish future by me.
There is now no 'latest news' (not sure when it was removed); refer to main article for latest news. Rail Modernization Plan has not been released in FINAL yet. Current link is good.

Too many subheads
I disagree. Each subhead refers to a specific subtopic. What benefit is there in merging all the text together? It would just make it more difficult for the user to understand what is in there, as well as less referenceable.
Reliance on primary sources
Again, disagree. This assumes that this is a problem. This article is presenting factual information, so it is appropriate to cite sources that cite facts. I know of no other sources with original research into these topics. If any can be found, they of course can be cited.

I have been watching this page for a while, and I generally agree with Robert92107. I believe that the section headers are appropriate. The exact information on the route has no higher authority than the California High Speed Rail Authority themselves. They are a public entity with heavy oversight. There is no better source. Per
WP:PRIMARYNOTBAD and
WP:LINKSINACHAIN, it's appropriate to heavily cite the Authority for sources for this page.
