Quick and dirty: Cruise passengers drive or ride in buses which they have scheduled ahead of time. There is no train, no allowance for "unscheduled passengers." What goes out, comes in. Not a means of transportation, but merely recreation. Crew is up the creek, as it were. Articles don't report negatives however. What's there not what isn't there.
