BC should be BCE

Piracy#Anti-piracy measures 2013 templates deleted

I've deleted 2013 POV & TONE templates to this section, which directs me here to explain my bold move. Seems those templates had stayed after a large section merger, and the section has been edited since. There seems no TALK History of either notice, and the labels no longer seem relevant.
