NPOV question

Does this language qualify as NPOV? "Despite the fairly obvious moral obligation that the state carries to continue funding these authorities, which provide incredibly important public services such as road maintenance and transit operations, the Court of Appeals has continued to approve the fiction created by the Constitution's ban on moral obligation debt." Title (singular, plural or list?)

If I'm not mistaken, Wikipedia article guidelines suggest that usually titles should be in the singular, rather than plural, form (see WP:TITLE). United Nations Development Corporation

Should United Nations Development Corporation be moved from "Class A public benefit corporations in Greater New York State" to "Class A public benefit corporations in the New York City Metropolitan Area" section? The United Nations Development Corporation page says itself that "The UNDC is permitted to develop and operate real estate only within a prescribed area (the "Development District") in the vicinity of U.N. headquarters in Manhattan." -- Gimelthedog ( talk) 15:27, 30 January 2021 (UTC) reply
