I deleted the {advert} maintenance tag.

Advertising seeks to sway decisions. Descriptions of ERAM improvements may have been part of advertising to the governmental agencies choosing between competing systems; but that context is past; it's not the context here. Those choices are now part of public policy DEFINING normative operations. Now, descriptions of improvements do not seek to persuade or sway decisions; they EXPLAIN the rationales for decisions already made.
