Maybe we could start with a list of countries where they are legal. Then visitor might add some facts after the entry, eventually leading to sections.

Firsts
I don't have a problem necessarily listing who was first in which city but just listing a specific shop in San Diego doesn't seem right. The first in the U.S. in the 21st century maybe? Or firsts in each state to legalize? Otherwise we don't seem to be following NPOV by arbitrarily preferring one example from
Category:Cannabis shops. -

There isn't any reason to list that specific shop. Is it the very first legal delivery service? In the World? USA? California? If the answer is no,no, and no then it's some low level advertising someone is putting on here, IMO.
