The Name Red Rock
AJFU: Great job on enhancing the article! Quite well done. I'll remove my proposed merger shortly. One very small thing, which is quite insignificant in light of all of your work, is that you made a change where you removed a citation that I made, where your edit summary was "I have yet to see a source that uses this name. The advisory council doesn't seem to be related to this, and the link doesn't work. Added coordinates)". I had spent a bit of time looking in to this, and I thought it would help to summarize my findings here. The
URL in question must have been removed since my August 8 edit. Fortunately, Archive.org
has a copy from February 2020. Even more fortunately, there is
a more up to date link. The
Bylaws state that the CAC " assist the Board of County Commissioners in governing the unincorporated areaof Red Rockby acting as a liaison between the residents of the area and the Board of County Commissioners and to advise the Board of County Commissioners on matters of importance to the unincorporated area and its residents." This seems like a citation that is relevant to this area. Perhaps we could reinstate the citation with the more up to date link?
Again, congratulations on the good job with the expansion!

Thank you. Anyway, the Cielo Encantado section already mentions that the citizens advisory council "advises the Clark County Commission on land issues regarding Blue Diamond, Red Rock Canyon, and other nearby areas." Details about the council's history (such as the name change in 1991) don't seem relevant here, since the council's history and advice go beyond the housing project.
Red Rock Canyon National Conservation Area might be the best place to add details about the history of the advisory council, if it's notable enough.
Those maps and ordinances all seem to be referring to the Red Rock Overlay District, a name used to refer to the overall region. It doesn't refer to any specific housing community. The overlay area is defined
here as "The area generally known as the Red Rock Canyon National Conservation Area and adjacent lands, including the southern Gateway Corridor (routes historically defining entrance to the area), the Calico Basin, and the town of Blue Diamond."

The title of the article is an interesting question. In looking at the references, most of them refer to Red Rock, typically "near Red Rock" etc. Perhaps the editors of the references had similar questions as to how to refer to the proposed development. Moving the article to
Blue Diamond Hill housing proposals would be fine with me.
Red Rock housing proposals would also be OK with me.

Red Rock housing proposals seems better than
Red Rock community because there is no community there yet. I took a quick look for other articles with "housing proposal" and other similar phrases and did not come up with a bunch of other pages. So, we could go with something and see what happens.
