This article has an unsual POV problem. Much of it involves the dispute between Foulois and Billy Mitchell--and uses Foulois as the source! This leads to the dichotemy at one point of Mitchell being "openly subordinate" to Foulois in one sentence, and in the next being recommended by Foulois to take over Foulois' job.--
