This page is not unambiguously promotional, because I think substantial encyclopedic content might remain after removing the promotional material. US defence procurement is a multi-billion dollar exercise I would think this deserves the full attention and discussion of an Afd. --

I agree this should stay as it's noted in seemingly independent source, fcw.com. Although, I see issues with the first source, as following it doesn't provide me with any supporting information. From what I could gather, I believe they're the company behind this so it doesn't feel very independent.
