The NANP Planning Letter states the 2001 date for implementation. Actual assignments were supposed to occur only after 678 exhaustion, and this needs to be researched better.

The explanation at
List of Georgia area codes is that 470 was "the second area code to overlay Atlanta in September 2001, but remained unused until 2010." That would make this a matter of semantics, sort of like "if a tree falls but nobody hears it, does it make a sound?" FWIW, here is the
Georgia PSC announcement of area code 943, which explains that 470 was mplemented in 2010.

Yes, "implemented" probably means "first used". The NANP planning letters are in essence directives to the telcos to take action. It is surprising that it was not used for so long, because it was assigned in extreme emergency request, beyond the usual deadline to avoid customer disruption. IIRC, this is not unusual though, often the code was withdrawn before implementation, because other means of relief could be implemented faster. It is necessary to find more technical documentation of details in this case, but I have not found any assignments of office codes before early 2010. Will keep this case in mind in search for docs.
