The sculpture of Gibraltar as the "Cradle of Civilisation" was created by Aden Hynes. Hynes created the work out of polystryrene based on various ideas associated with Gbraltar's history. ^[1]

The reference to the underpass is dated 2009. I assume since there isn't a newer update the project has been shelved? I checked skyscrapercity.com's forum (my go-to for information about structures and transport infrastructure) and found a fairly useless thread, last updated 2010!
