I have deleted the above try at an article after the third rejection. If anyone else wants to work on an article, message me and I can sent you the material I developed (it was rejected, but I think it was a pretty good start at an article). In researching this I found that there are some reports back from specific countries and individual companies, and it would be good to start adding these to the article so that this is a "living" document not just a description of the program as a static entity.
