That is true. Here is a direct quote from the movie: "No can do, Mrs. C. The south is under the control of my stepbrother, Heat Miser..." So there.

This is very true, and it might be noted that there is an inconsistency between "A Year Without A Santa Claus" and "A Miser Brother's Christmas," the latter presenting them as full brothers, even implying that they're fraternal twins.
