There was a new edition that came out (IIRC) in the '80s some time, and stated that it was substantially changed from the original. Does anyone know how it was changed? I've only seen the new edition, and the plot described here sounds about the same.

This can be found in several re-issues, including
Gladiator-At-Law. It's some kind of copyright boilerplate or possibly simply the fact that it's a fresh typesetting. As you noted, there is no change except possibly for a few updates of ideas and scientific concepts that would have seemed terribly outmoded at the time of re-publication. And maybe it's just Baen Books being assertive. The print history for the novel can be found via the ISFDB link.
