Criticism suspect
I would question the allegation of criticism. Ric Todd is unlikely to have "unilaterally amended a long-standing provision in Turks and Caicos law that prohibited the importation (and non-natural exploitation) of marine mammals in Turks and Caicos". His tenure of Governor was during the period of suspension of normal governance, but there was still a government. The governor would not change the law, indeed could not do so, unilaterally.
