I disagree with this proposal. They are two distinct topics. Nuclear power has long been a matter of public controversy and planning in Turkey, this started way before Akkuyu and encompassed various government bodies and other proposed plants. On the other hand, some of the contents for the power plant e.g. specifications would be distinctly out-of-place in the general article about nuclear power in Turkey. These are independently notable concepts. --

Oppose: I also disagree. Akkuyu Nuclear Power Plant is notable in itself and warrants an article. And it is normal in WP for a country to have a Nuclear power/energy in X article if it has a civil program. If we took the merge approach there are several other countries this would apply to, eg
Nuclear power in the United Arab Emirates and
Barakah nuclear power plant.
