I notice the single quotes around cultivar names have been removed. Is this standard Wikipedia format? Because in my experience single quotes are appropriate for cultivar names except when used directly with the word "cultivar".

Single quotes are indeed part of the full botanical name of a cultivar under
ICNCP, however, when there is no risk for confusion, the cultivar name as such can be used without single quotes.
