Scope -> include code of conduct for federal judges too?
There isn't a page describing the code of conduct for federal judges and may make sense to have this page be the home for both codes?

I don't think that makes sense. They are two separate concepts so the Wikidata would be messy. But it does argue for creating the other article, which can use similar structure. -

Fuzheado here. The two codes are different in important ways substantively and have different histories.
