I'd like to propose this article passes the general notability condition based on the fact that this issue was essentially already discussed and decided to snow keep in
/info/en/?search=Wikipedia:Articles_for_deletion/Carlos_Lousto
And, since then, in addition to the over 150 papers published, Lousto was awarded the
Breakthrough prize in 2016 in Fundamental Physics "For the observation of gravitational waves, opening new horizons in astronomy and physics".(shared with the LIGO scientific collaboration). — Preceding

The Breakthrough Prize is not really evidence for notability, given that it was shared among 1000+ authors of the LIGO/Virgo discovery paper, most of whom do not have Wikipedia pages. — Preceding
