I have modified the notation slightly, please let me know if this still does not help. The answers in brief: ${\displaystyle \langle \;\rangle }$ here indicates merely a pair/couple. I would normally use plain parentheses, but the present formulation is not confusing. ${\displaystyle {\mathcal {P}}}$ is indeed the power set, I have made this explicit with the new notation.
