If its true as the sourced image suggests that the new name under the Azerbaijan administration is Qarabağ University, I suggest that the name of the article be made 'Karabakh University' per the
WP:COMMONNAME, as that's what's almost universally used instead of Garabagh.

Karabakh University is a seperate institution, which would warrant another article rather than a rename of this page.

The institution has already been re-founded a few times in its history as the article shows, starting off as the Stepanakert branch of Baku Pedagogical Institute. I don't think there's anything wrong with having the new/re-founded Azerbaijani institution in the same article.
