An arrest warrant is a warrant issued by a public officer which authorizes the arrest and detention of an individual.
Aren't the issued by judges?

A judge, a magistrate, or a justice of the peace, usually (granted the distinction between the offices is a fine one).

Support:I support naturally since I proposed it. I don't think the outstanding warrant article as is, is expansive enough to.. well, warrant, it's own article. (Ooh that was a BAD PUN)
