Is it when
Marcos declared martial law on September 23, 1972? When martial law was declared, was Congress in recess? I read somewhere that they were expecting Congress to convene on January 1973; that's why the
1973 Philippine constitutional plebiscite was scheduled that way so that the people voted prior to the resumption of Congress.
When the 1973 constitution was approved? The 1973 constitution said it "the Constitution came into full force and effect as of noon of January 17, 1973".
