A cold wave means low temperatures. They are not always accompanied by heavy snowfall, nor is heavy snowfall always at very cold temperatures (indeed, those tend to limit how much moisture can be in the air). So I am thinking this should be defined not in terms of a cold wave, but some broader weather term for what caused both the cold temperatures and the snow, which caused the avalanches that killed people.
