This article's title is practically useless, as it doesn't convey what was renumbered (Did California suddenly become the 18th State of the Union? Were the assembly districts renumbered from south to north instead of the previous north to south? Did the state change its assigned area codes? etc.) A more descriptive title would be something like
California state route renumbering of 1964 or
California state route renumbering (1964).

Why don’t you do it yourself?
Wikipedia:Requested moves is really only for disputed or obstructed moves. There’s nothing currently at your proposed name, and I can’t imagine anyone would object( and if they did, they could just move it back). So go ahead,
