Edward England exempted from pardon?

Charles Grey (1933) [pp. 304–305] asserts that Edward England was exempted from the 1818 Act of Grace; however, neither his name, nor "Seagar" nor "Seegar", appears in the text of the proclamation. AlphaMikeOmega ( talk) 17:54, 30 October 2021 (UTC) reply
