Typically, when used in common language, referring to any U.S. president's "Administration" infers it as a proper noun due to it's specific nature. For example, when discussing issues related to the "Truman Administration," it can be reasonably assumed that the speaker is only referring to that specific presidential administration, rather than, say, the "Eisenhower Administration.")
