Nizhnekumsky ( Russian: Нижнекумский) is a rural locality (a khutor) in Shebalinovskoye Rural Settlement, Oktyabrsky District, Volgograd Oblast, Russia. The population was 217 as of 2010. [2] There are 4 streets. [3]
