Capixaba was born to Nilson Balbino and Ernestina Soares. [1] He is a member of the Assembleias de Deus church. [2]
Capixaba voted in favor of the impeachment motion of then-president Dilma Rousseff. [3] Capixaba would vote against a similar corruption investigation into Rousseff's successor Michel Temer, [4] and he voted in favor of the 2017 Brazilian labor reforms. [5]
In February 2018 Capixaba was investigated and ultimately convicted of passive corruption, and was given a 6-year, 10 month, and six day open prison sentence. In the scheme Capixaba and other politicians from the state of Rondônia accepted over RS 1 million from an ambulance union to make sure only their ambulances were operating in the state. [6] However, during this time Capixaba was still allowed to continue working as a federal deputy. [7]
