Raised in
Inkster, Spence holds both a BA and a PhD in Political Science from the
University of Michigan. He has lived in
Baltimore since 2004 and is a father of five.[11] He is a member of
Omega Psi Phi having pledged at the University of Michigan's Phi Chapter.
