Following al Qaeda's attacks on 9-11 the Naval War College Foundation established the John Nicholas Brown Chair of Counterterrorism. [1] The endowment fund campaign was chaired by former President George Herbert Walker Bush. United States Senator John McCain and former Chief of Naval Operations were the campaigns honorary co-chairs. The endowment fund campaign reached its goal in 2006.

Shortly after 9/11 the Naval War College Foundation aggressively launched a capital campaign to establish an endowed academic chair, named the John Nicholas Brown Chair of Counterterrorism in honor of the first foundation president an Rhode Island philanthropist, in order to focus faculty research, teaching and publication on fighting terrorism.

The Levy Chair, established in 1997, is one of four Chairs funded by the NWC Foundation. Professor Ahmed Hashim is the John Nicholas Brown Chair of Counter-Terrorism, Professor Derek S. Reveron is the EMC Corporation Chair of Information Technology and Professor Richmond M. Lloyd is the William B. Ruger National Security Economics Chair.
