As far as I know, the only "Incorporated area" on the island of Oahu is the City and County of Honolulu, which covers the entire island.
Thus, it appears to be a map of Census Designated Places, probably from the year 2000. CDP boundaries changed in 2010. Wbm1058 ( talk) 22:11, 11 March 2015 (UTC)
