Description | Still-frame from surveillance camera video footage that was gathered by the FBI. In a move that authorities later said "was a turning point in the investigation, no doubt about it", [1] they released this and similar photos to the media and asked for the public's help identifying the suspects. The following day, they were identified as Tamerlan and Dzhokhar Tsarnaev. |

Author or copyright owner |
The owner of the surveillance camera, or the facility (i.e., store, bank, government building, etc.) upon which it was installed. The actual author is as-yet unknown. |
Source ( WP:NFCC#4) | FBI-released photo as published by hundreds of media outlets here from the FBI site |
Use in article ( WP:NFCC#7) | Boston Marathon bombing |
Purpose of use in article ( WP:NFCC#8) | To significantly increase readers' understanding of an historic event; its omission would be detrimental to that understanding. Specifically, authorities later called the release of this and similar photos the "turning point" of the investigation. [1] More specifically, this image helps to clearly illustrate the size of the weapons, the manner in which the suspects casually strolled through the streets to deliver the weapons, their ability to "blend in" with the crowd so as to avoid suspicion, etc. A full understanding of the subtleties of nuance cannot be achieved through merely describing the scene through written text. |
Not replaceable with free media because ( WP:NFCC#1) |
No free equivalent is available or could be created that would adequately give the same information. |
Minimal use ( WP:NFCC#3) | This is but a single still-frame from hours upon hours of surveillance video captured by this single camera, and represents less than 1% of such footage. Of the footage that is specific to showing these two suspects, it is comprised of dozens of frames, and this is just a single frame. Only a portion of the entire frame is shown. |
Respect for commercial opportunities ( WP:NFCC#2) |
This non-free content is not used in a manner that is likely to replace the original market role of the original copyrighted media (i.e., the identification and capture of suspects). |
